The differences in expenditure and their stimulating effect are extremely important. What is an example of spending which is immediate but has little multiplier or turn over effect? If you are a typical drinker, you should drink five glasses of filtered water each day.
Imagine that, as a "stimulus" the government paid you to drink an additional or six glasses of water each day. It's a direct result of increasing water production and consumption. However, once the glass of water is drunk, there will be no multiplyer. The only thing that was purchased by the government was one glass of water that was more than normal. To get the next glass of alcohol, the government will have to pay once more. If the government ceases to pay that extra drink, it stops. Since it does not encourage the habit of drinking continuously by you as well as others, there's no effect of multiplier or velocity.
