When politicians talk about "stimulus" they usually mean government spending. For an economist, stimulus can be a part of spending but not all spend is "stimulus."
Why isn't every spending transaction thought of as a "stimulus?" We also look at whether the money is derived from existing revenues of the government, or of borrowed dollars, as each one has its own ancillary effect.
However, not every "stimulus" is government spending; "stimulus" can be different, for example, tax cut. Tax reductions, like spending can be seen as the use of the government's revenue. By delaying revenue while taxes are cut the government encourages private sector spending, which under the right conditions could result in a dramatic immediate impact and enormous multiplier effects as well as velocity effects.
These distinctions between kinds of spending and their effects on the economy are extremely important. What's an easy example of spending that is quick but has little return or multiplier effect? Imagine that you consume five glasses of water each day.
As an example, suppose that as a "stimulus" the government paid you to drink an additional or sixth cup of water today. It will have the immediate impact of increasing water production and consumption. When the glass water is consumed, there was no way to increase the number of glasses. All the government bought was an extra glass of water in addition to normal, and to get the next glass of wine, the government must be paid another time.
