Let's say that as an "stimulus" the government paid you to drink an additional or sixth glass of water each day. This has the immediate effect of increasing the production of water and consumption. But once the glass of water is drunk, there are no more multipliers. What the government spent money on was an extra glass of water in addition to normal. In order to get the next glass , the government has to pay you again. If the government ceases to pay this, the extra drinking ceases. Because it doesn't encourage continual drinking by you, or anyone else, there is not a multiplier effect, or any velocity.
